SWR is the private company that operated and maintained sections of the M4 Motorway and the toll plaza, under a contract with the State Government of NSW for a period of 18 years. The concession ended on the 15 February 2010.

Q2: Why was there a toll on the M4?

The M4 Motorway was constructed in part by SWR under the terms of a contract with the State Government of NSW. The toll enabled SWR to recover the costs of constructing, maintaining and operating the motorway on a commercial basis. The Roads Act, 1993 and its related regulations are the legislative basis for the toll.

Q3: Who now controls the M4?

From the 16 February 2010, the Roads and Traffic Authority of NSW are responsible for the operation and maintenance of the M4. Any queries relating to the M4 from this date are to be directed to the RTA’s Traffic Management Centre on 131 700.
